IND'S EYEPAPER RUFFLE PROJECT TIP:Kristine mentioned in her episode today that she would explain how she created the yummy paper ruffle along the pennant mini album. It's simple.... 
It's simply a strip of scalloped paper that I wadded up repeatedly to get a soft fee like fabric and then slightly scrunched as I glued. Tip: you'll want to start out with a longer strip than your project.
